Country Claims Manager (m/f/d)* - Germany

The Country Claims Manager, Germany and Head of Crisis Management Claims is responsible for building the end-to-end management, oversight, and compliant handling of insurance claims across all lines in Germany for MRS-GM, including, Product Recall, Kidnap & Ransome, Aviation, Space, and others as the portfolio grows. This role will partner with Underwriting to support the Company Market growth and presence in Germany. The Country Claims Manager, Germany will play a critical role in the design and build of the process, systems and tools implementation to deliver end-to-end Claims capabilities with operational resilience to support the portfolio. This role will also ensure that all claims are managed in full compliance with all regulations applying to Germany and any other regulations stemming from its legal set-up in Europe. They will be responsible to drive a proactive, strategic approach to claims to deliver technical excellence, contribute to an energetic and collaborative work environment, and deliver a best-in-class claims service for our clients and partners.

Responsibilities:

Claims Handling, Technical Oversight and Delivery

  • Build a team as the business grows, and in the interim, manage a portfolio of claims across the Product Recall, Kidnap & Ransome, Aviation, Space, Property, Construction / Engineering and Professional Indemnity lines, and other lines of business.
  • Develop a plan to ensure Claims' needs to support German business are met.
  • Enable, support and implement delivery of end-to-end claims services amid a growing portfolio, including delegated claims oversight.
  • Ensure technical and timely management claims, including coverage, liability, quantum, policy interpretation, and recoveries.
  • Instruct and manage external experts (loss adjusters, surveyors, engineers, forensic accountants, and legal counsel).

Stakeholder Engagement

  • Partner with Underwriting to support the growth and presence in the German market.
  • Provide input into Germany Underwriting strategy from a claims perspective.
  • Work closely with Underwriting, Distribution, and Finance to align Claims with business goals.
  • Support Underwriting feedback loops to improve wordings, risk selection, and pricing.
  • Build relationships with partners and insureds, including Brokers, Loss Control, and Risk Management.

Claims Capabilities and Regulatory Compliance

  • Work with operational delivery teams to build end-to-end claims capabilities for all lines of business in Germany.
  • Develop and support process, system and tool design and implementations for delivery of claim handling needs in Germany.
  • Ensure all claims handling complies with Germany and EU regulatory requirements, including but not limited to BaFin, Central Bank of Ireland (CBI); Consumer Protection Code (CPC);
  • Consumer Insurance Contracts Act 2019 (CICA); IDD; Solvency II; and EIOPA.
  • Embed compliant, fair, accurate, transparent, timely, and customer-focused claims handling in line with all applicable regulations.
  • Oversee and participate in internal and external audits, regulatory reviews, and inspections.
  • Collaborate across Departments to support any investigation for claims-related complaints.
  • Act as an escalation point for complex or sensitive claims issues.

Governance, Controls & Reporting

  • Ensure delegated claims entities comply with all applicable regulations, contracts/ binders, KPIs, and reporting.
  • Maintain strong claims governance, including file quality standards, peer review and quality assurance, and delegated authority controls.
  • Produce and contribute to management information (MI) covering:
  • Identify conduct, operational, or systemic risks and support remediation initiatives.

People & Capability

  • Provide technical guidance and mentoring to claims staff.
  • Ensure robust and relevant training program, regulatory compliance and technical best practice.
  • Support staffing capability build-out in Germany as required for the portfolio.

Knowledge and Skills

  • 12 years or more of claims and/or relevant legal experience in company market claims.
  • 5 years or more of senior management experience and/or leadership roles.
  • Fluent German (Level A) and English (Level A). Additional languages are a plus.
  • Experience handling and/or overseeing specialty lines such as Product Recall, Kidnap & Ransome, Aviation. Additional lines such as Renewables, Space, Property, Construction / Engineering Professional Indemnity and Management Liability are a plus.
  • Superior critical thinking skills, detail-oriented and curious problem-solver.
  • Fair, adaptable, and approachable.
  • Customer-service focus and relationship-oriented.
